Learning Options
The top of the Settings screen shows the most important learning options:

Effort (Daily Learning Goal)
The number of minutes you want to learn each day is the most important ingredient for fast progress. Obviously the more you learn, the faster you will progress. You can set your daily goal in the settings.
However, you should bear in mind that it is very important to train the language regularly. Ten minutes every day is far more effective than one hour once a week, even though both require about the same amount of time from you. So you should set yourself a reasonable goal.
If you still feel like learning after you have reached your daily goal, then of course you can continue learning as long as you want. Many people have daily goals of 3, 5 or 10 minutes, but occasionally (e.g. on a Sunday) spend up to an hour on the app, to really deepen their learning.
The daily goal is just what it says: a goal. You can always learn more or less than that. If you reach your goal, then this day counts towards your learning streak. If you do not reach your goal on a day, then your streak will be broken.
Language Level
The language level is a setting you can choose freely. It is used to determine which cards are shown to you - the higher the level you choose, the more difficult the cards will be. The language level is not strictly a measure of your actual language skills, but rather a measure of the card difficulty you are comfortable with.
If you feel like Just Italian is showing you cards that are too easy (or too repetitive) or too difficult, then it might make sense to change the language level.
